Abstract
In this article I discuss briefly the distinction between personal fear and social fear, and linking both to the social
and political order. From that, I present the historical way in which he began to intervene on them as part of the
Second World War, after whose completion agencies differentiated for intervention in the socio-political and military
fields were formed, and the market area. Finally I make considerations on the current situation in our country, and
we review the typical positions on the phenomenon.
